GSA Awards Level 3 Washington, D.C., Area Local Telecommunications Service Contract

Company Selected as One of Two Telecommunications Carriers Authorized to Bid and Provide Local Service to Federal Agencies

BROOMFIELD, Colo., November 9, 2007 - Level 3 Communications, Inc. (NASDAQ:LVLT) announced today that its subsidiary has been awarded a Washington Interagency Telecommunications System (WITS 3) contract by the U. S. General Services Administration (GSA). WITS 3 will provide communications services for all federal agencies and other authorized users in the Washington, D.C., metropolitan area. The Federal contract allows Level 3 to bid on business issued by all Federal government agencies representing approximately 800,000 federal users.

As announced by the GSA, Level 3 is one of two companies that were awarded the base four-year contract, with four additional one-year options. This contract gives Level 3 access to a market that up to this point has been available to only a single, incumbent telecommunications provider.

Level 3 is one of two providers authorized to bid for the metro voice and data business of the Federal agencies in the National Capitol Region. Level 3’s participation in the competitive bid process, which begins in January 2008, will enable Federal agencies to take advantage of the extensive depth and breadth of Level 3’s metro network, and the company’s advanced voice and data services.

“We are pleased with the GSA’s continued confidence in Level 3 and our ability to satisfy the telecommunications needs of Federal agencies and to provide reliable, advanced voice and data solutions over our extensive metro and national fiber network,” said Jerry Hogge, senior vice president of Level 3’s Federal Government group. “We look forward to helping Federal agencies transform the way they use telecommunications services to accomplish their agency missions, and provide a seamless transition to the next generation of telecommunications services.”
