Level 3 Signs Multiyear VoIP Agreement with Patriot Media

Level 3 to Provide E-911 and Other Network Services to the
New Jersey Cable Operator

BROOMFIELD, Colo., November 14, 2005 – Level 3 Communications (Nasdaq:LVLT) today announced that
it is the exclusive underlying network provider for Patriot Media’s new digital phone service called “Patriot Digital Phone.” Patriot Media, a New Jersey based cable operator serving 115,000 households, launched its digital phone service in October 2005.

Under the terms of the multiyear agreement, Level 3 is providing Patriot Media with (3)VoIP EnhancedSM Local service, which is used by cable operators, as well as carriers, Internet service providers and other companies eager to deploy a quick-to-market, cost-effective, regulatory-compliant IP voice solution. Included in (3)VoIP Enhanced Local service is a fixed-line solution for E-911 that includes network connections to public safety answering points (PSAPs) that serve approximately 68 percent of households across the United States. Level 3 recently enhanced its E-911 solution for IP voice customers, and continues to increase the geographic availability of its E-911 platform. Already operating one of the largest networks in the United States, Level 3 plans to extend its fixed-line E-911 coverage to more than 70 percent of households by the end of 2005.

(3)VoIP EnhancedSM Local Service
The principal components offered by Level 3’s (3)VoIP Enhanced Local service include network trunking, local telephone numbers, local number portability, the safety of E-911, operator assistance, caller ID, directory listings, and directory assistance. The service allows Level 3 customers to retain the flexibility to manage and control end-user features without the difficulties of implementing complex interconnection arrangements.
