Network Infrastructure Award

BROOMFIELD, Colo., June 1, 2004 – Level 3 Communications, Inc. (Nasdaq:LVLT) today announced that its
(3)Tone Business VoIP service has received the 2004 SUPERQuest Network Infrastructure Award from SUPERCOMM 2004, an annual symposium that is produced and managed by the Telecommunications Industry Association.

The SUPERQuest Awards are given annually to communications and IT product and service manufacturers for superior achievement in public and private network design and operations. The awards are designed to recognize the industry’s most innovative new technologies, products and enterprise solutions.

Winners were chosen by a panel of judges that included technology press, analysts and other experts. Level 3’s award will be conferred in conjunction with the industry’s largest trade symposium, SUPERCOMM, which will be held at McCormick Place in Chicago, June 20-24.

(3)Tone Business is a hosted IP voice service designed to augment or replace PBX, IP PBX and Centrex enterprise communications systems. Sold to businesses through local telephone companies, system integrators, CLECs, and value-added resellers, the service delivers combined capital and operating savings of as much as 40 percent. The service allows enterprises to deploy an array of enhanced voice services, including Class 5 features, universally and seamlessly throughout a single-or multi-site corporate environment.

Level 3 has long been a pioneer in VoIP, having launched the industry’s first carrier-class IP voice termination service in 1999.
