Company Offering Services in Leipzig; Now Serving Eight German Markets

HL-Komm and Primacom Sign New Service Agreements with Level 3

LONDON, Nov. 4, 2003 – Level 3 Communications, Inc. (Nasdaq:LVLT) today announced that it has expanded its European network in Germany. The company has begun offering services in Leipzig, adding to a German intercity network that also provides communications services in Düsseldorf, Hamburg, Berlin, Munich, Cologne, Karlsruhe and Frankfurt.

“In recent months, we’ve seen increasing demand from companies requiring network services in German markets,” stated Brady Rafuse, president of Level 3’s European operations. “We are pleased to be expanding into Leipzig to further serve customers doing business in the region.”

Level 3 has signed new agreements to provide network services out of Leipzig with HL-Komm Telekommunikations GmbH and Primacom AG. HL-Komm, a city carrier in Leipzig, has purchased
(3)CrossRoads® Internet access service. Primacom, a German cable operator, has purchased
(3)CrossRoads Internet access and (3)Link® Private Line services.

Level 3’s expansion in Germany follows the company’s announced plans last month to begin offering services in Copenhagen and to increase its network capacity into Stockholm. 

Level 3’s fibre optic network spans 22,500 miles and serves 19 of the largest markets in Europe, as well as 68 markets across North America. In addition, the company operates metropolitan networks in 36 cities, including London, Paris, Amsterdam, Brussels, Düsseldorf, Hamburg, Berlin, Munich and Frankfurt. Level 3 also has network capacity on high-speed transatlantic cable systems.
