Danish ISP

LONDON, September 29, 2003 - Level 3 Communications, Inc. (Nasdaq:LVLT) today announced plans to expand its European network in Scandinavia. The company is increasing its network capacity into Stockholm and expects to begin offering services in Copenhagen in October 2003.

“Our existing and prospective customers have been encouraging us to undertake this expansion, which will afford them even greater access to the operational, provisioning and cost advantages of our network,” stated Brady Rafuse, president of Level 3’s European operations. “Scandinavia is an increasingly important source of demand for telecommunications services, and we look forward to enhancing our ability to serve customers in that region.”

In Copenhagen, Level 3 has signed an agreement to provide network services to Powerline Communication, a Danish provider of Internet access, Web hosting and IP security solutions. Powerline Communication is using Level 3’s (3)CrossRoads service, which connects Level 3’s customers and network in the U.S. and Europe with the networks that comprise the public Internet.
