Level 3 Announces Expanded Agreement with Mesh Solutions, One of Europe's Largest Web Hosting Companies

Mesh Solutions Purchases Additional Colocation and IP Transit Services in Seven European Cities

London, March 31, 2003 - Level 3 Communications, Inc. (Nasdaq:LVLT) today announced it has signed a new expanded agreement to provide colocation and IP transit services to Mesh Solutions, one of Europe's leading web hosting companies.

Under the terms of the new two-year agreement, Mesh Solutions will increase its use of (3)Center Colocation and (3)CrossRoads Internet access services in Amsterdam, Berlin, Duesseldorf, Frankfurt, Hamburg, Munich and Paris. Mesh Solutions, which has been using Level 3's colocation services since 2001, also purchased metropolitan dark fibre in Dusseldorf.

Level 3 operates one of the largest IP backbones that spans 57 North American markets and 16 European markets, and is accessible from more than 550 traffic aggregation points. In a recent ISP backbone test conducted for Network World magazine, Level 3's core IP network delivered 100 percent uptime, one of only three networks to do so. Those test results also revealed that Level 3 achieved zero percent packet loss, and average jitter of only 13 microseconds, which are both key network performance measurements. While no formal ranking of the backbone was issued, Level 3's IP network proved to be one of the best performing networks on each of the tests conducted.
