Level 3 Announces Appointment of Brady Rafuse as President - Europe

Level 3 Communications, Inc. (Nasdaq: LVLT) today announced the appointment of Brady Rafuse to the position of president of Level 3's European operations.

As President - Europe, Rafuse has responsibility for overseeing all commercial operations in Europe, including European sales, marketing, and customer service. Rafuse joined Level 3 as senior vice president, European sales and marketing in December 2000 and will continue to be responsible for leading the account management and marketing teams in Europe, as well as serving the needs of Level 3's European customers on a global basis.

Prior to this appointment, Brady had overall responsibility for our sales programme across Europe. This is a natural evolution in the leadership of our European operations."

"At the same time, I would like to thank Bob Yates, who served as our acting president during the network development and construction phase for our European operations," said O'Hara. "Because of the range of regulatory, legal and developmental issues associated with network construction, Bob's legal and regulatory expertise was critical during this period. As planned, Bob will now join our corporate legal team as assistant general counsel."

Prior to joining Level 3, Rafuse held a number of senior management positions including heading up commercial operations for global accounts for Concert. Previously, Rafuse was with BT, having joined the company in 1986.
