Level 3 to Offer Internet and Communication Services in COLO.COM Colocation Facilities

Company Continues to Expand Availability of its Low Cost Bandwidth Services Beyond its own Data Centers

BROOMFIELD, Colo., September 27, 2000 – Level 3 Communications, Inc. (Nasdaq:LVLT) today announced plans to connect its Internet protocol (IP) network to approximately 10 COLO.COM colocation facilities in the United States by year's end.

The cross-marketing initiative with COLO.COM, a provider of carrier neutral colocation services, enables Level 3 to continue to expand availability of its low cost bandwidth services beyond the more than 40 data centers the company currently operates worldwide.

"We're pleased to have the opportunity to provide our low cost bandwidth services to Internet service providers, application service providers, Web content providers and other businesses in the COLO.COM colocation facilities," said Carlos Lopez-Abadia, vice president of Global Gateway Services for Level 3. "This relationship allows us to further increase our business in many of the country's most active Internet markets. Working with COLO.COM significantly expands the availability of our Internet and communication services beyond our own data centers, giving Level 3 a key marketing channel that will drive more traffic onto our metropolitan and intercity networks."

Level 3 will offer a variety of services in the COLO.COM facilities, including (3)CrossRoads EPOP, a new service that uses Ethernet technology to offer high-speed Internet access to businesses at approximately half the cost of other high-speed access services. The new (3)CrossRoads EPOP service provides one-gigabit per second Internet access for customers in non-Level 3 colocation centers, carrier hotels and other facilities that cater to Web-centric businesses.

Additional Level 3 services available in the COLO.COM facilities include (3)Voice, Managed Modem, Global Wavelengths, (3)CrossRoads and other network services. Level 3 already has begun to offer its Internet and communication services in a COLO.COM colocation facility in Dallas.
