Customer Demand Drives Need for New Facilities

Advanced Facilities Enable Internet Service Providers and other Level 3 Customers to Deliver Services to Businesses and Residences

BROOMFIELD, COLORADO, June 8, 2000 – Level 3 Communications, Inc. (Nasdaq:LVLT), today announced that it has opened its fifth Internet and communications facility in the New York metropolitan area. The new advanced facility, in Garden City, Long Island, will enable Internet Service Providers (ISPs) and other Level 3 customers to meet the continuing growing demand for business and residential Internet and communications services in the region.

The company also announced today that its fourth and largest colocation center in the New York area, a 500,000 square foot facility in Manhattan, is now serving customers. Level 3 currently has more than 35 Gateways in both the U.S. and Europe. "We are witnessing an explosion in demand for advanced technical space where our customers can physically locate their equipment and connect directly to Level 3's broadband fiber-optic network, which is the first international upgradeable network optimized for Internet Protocol technology," said Kevin J. O'Hara, Level 3 executive vice president and chief operating officer. "The new facility we're announcing today in Garden City is aimed squarely at meeting the growing needs of our Web-centric customers in the region," said O'Hara. "Additionally, Long Island is important to Level 3's overall network strategy because the area serves as a hub for many of the local access providers, and this new facility offers them direct access to the Level 3 network."

Level 3's IP-based network features advanced technology that provides high quality, low cost services to help enable Internet related businesses to add value and, in turn, deliver their services to end-users. Level 3 enables Web-centric companies to grow quickly by providing infrastructure and network services to meet increasing demands for e-commerce, streaming audio and video, and many other Web-based and communications services.

Services Offered in Gateways
The initial services being offered to business customers in Level 3's Gateways in the New York, New Jersey and Long Island region include:

Internet Protocol (IP) Services

Colocation – secure space in a Level 3 Gateway where a customer can locate specialized data and communications equipment, which can be connected to Level 3's high capacity communications network for reliable, secure and upgradeable access to the Internet;

Internet Access – high capacity, upgradeable connections to the Internet for Internet Service Providers and corporate users;

IP CrossRoads – high capacity, upgradeable connections between service providers and content providers within colocation centers;

Transport Services:
Private Lines – dedicated, point-to-point circuits between two predetermined points that a customer uses to transmit voice, data or video services;

Dark Fiber – optical fibers, without any of the equipment necessary to send signals, provided to customers for the exclusive use of individual carriers, who determine the type of electronics and bandwidth for their own needs;

Softswitch Services:
Managed Modem – a service that provides local telephone numbers, modems and Internet connections as an outsourced service to Internet Service Providers.

(*Softswitches are advanced software based switching systems that enable Level 3 to provide services combining the best features of the Internet and traditional telephone networks.)
