Award Recognizes Outstanding Work in Adding Corporate Value Through Real Estate Leadership

BROOMFIELD, COLORADO, May 11, 2000 – Level 3 Communications, Inc. (Nasdaq: LVLT) today announced that Patrick G. Lynch, vice president of Real Estate and Facilities for the company, has received a national 2000 Corporate Real Estate Leadership Award from Site Selection magazine, a leading national publication in the real estate and development industry.

The award was presented at the International Development Research Council's New York World Congress for Corporate Real Estate Executives on April 30, 2000. Lynch was selected by the editorial staff of Site Selection for his "outstanding work in adding corporate value through real estate leadership," according to Jack Lyne, executive editor of Site Selection. "Fast growth is something most companies hope and pray for, but they're often overwhelmed if they're able to achieve it," said Lyne. "Pat Lynch has done an outstanding job in keeping Level 3 ahead of the curve. He's delivered – ahead of schedule and under budget – the design and construction of
Level 3's Broomfield, Colorado, headquarters, and he's implemented a strategy that uses the workplace as an employee recruitment tool.

The headquarters campus is strategically designed to attract and retain the demographic groups that are the heart and soul of a company like Level 3. And Pat at the same time handles Level 3's huge technical space portfolio, which is the largest among telecom firms." "The International Development Research Council is a global leader in the area of corporate real estate and development," said Kevin O'Hara, Level 3's chief operating officer. "Having them recognize the achievements of our company and specifically the dedicated individuals on our Real Estate and Facilities team is a tremendous honor. This is particularly rewarding given the early stages of our company."

Site Selection ran a cover story in September 1999 that featured Lynch, along with Kevin O'Hara, and the work done on the Level 3 campus headquarters in Broomfield at the Interlocken Advanced Technology Park. Lynch will be profiled in the July 2000 issue of the magazine.

About Level 3's Headquarters Site
Level 3's corporate headquarters sits on 42 acres and encompasses four independent buildings, three of which are complete with the fourth scheduled to open this summer, totaling 825,000 square feet. The first building opened in June 1999, less than a year after the initial groundbreaking. The headquarters was designed as a "campus" and not as an "office building."

The design took into consideration a range of issues, including use of space, company culture, recruiting, environmental concerns and budget considerations. When complete, the campus will house approximately 3,000 employees. Approximately 1,800 employees currently work at the complex.
