Level 3 to Build Telecommunications Facility in North Carolina

LEVEL 3 TO BUILD TELECOMMUNICATIONS FACILITY IN NORTH CAROLINA

BROOMFIELD, COLORADO, September 23, 1999 – Level 3 Communications, Inc. (Nasdaq: LVLT) announced today that it will build a telecommunications facility in Charlotte, North Carolina, which will enable it to offer a broad range of services in the region.

The company also announced that is has acquired more than 43,000 square feet of building space in Charlotte for the technical facility. The facility will be located at 4021 Rose Lake Drive and will include telecommunications equipment as well as space for colocation services and for future expansion. Colocation services will enable Level 3's customers a rapid, cost-effective way to launch Web-based businesses, by providing those customers with technical space, equipment and network access within Level 3's telecommunications center.

The company expects to complete the telecommunications facility by the second quarter of 2000. Initially, a staff of 12 sales and technical professionals will operate the facility with possible expansion to keep pace with growth. "We are pleased to be moving into the Charlotte market, where we believe we can offer a new level of communications services," said Patrick Lynch, vice president of Real Estate for Level 3. "We have secured space to begin building our technical hub, and we believe our advanced technology will be a positive contribution to the region's communications infrastructure. Establishing a facilities-based presence in the Charlotte metropolitan area is also an important step in Level 3's overall business plan to connect key markets throughout the U.S. to its national IP-based network." Level 3 is currently offering services in 21 U.S. cities and four European cities. By year-end 1999, Level 3 expects to offer services in 27 U.S. cities and five European cities. When completed, the Level 3 Network will include local facilities in 56 U.S. cities and 23 international cities connected by an approximately 16,000 mile U.S. intercity network and an approximately 4,750 mile European network.
