OMAHA, NEBRASKA, March 25, 1999 – Level 3 Communications, Inc. (Nasdaq: LVLT) announced today that Ronald J. Vidal, Senior Vice President, New Ventures, will assume senior management responsibility for the company's investor relations team. Julie Stangl, Vice President of Investor Relations, will report directly to Mr. Vidal and continue her role as the company's primary contact for investors.

"Given the pace of change in our industry, we believe it is necessary to dedicate a senior technical executive to our investor relations efforts," said James Q. Crowe, President and CEO of Level 3. "Our investors want information on the technical as well as the financial aspects of the company's development, and we believe that straight-forward, plain English communications with our shareholder base is a top priority."

"Ron has worked with me since 1985, at Kiewit, MFS Communications, WorldCom and now at Level 3," said Mr. Crowe. "He has a broad range of experience in virtually all aspects of our business, having planned, engineered, and built networks, having sold our services, and having been involved in our regulatory, capital raising and M&A activities. In addition to bringing his expertise to our investor relations effort, Ron will continue to scout new technologies as our liaison with the technical and venture capital communities."
