DONALD H. GIPS NAMED SENIOR VICE PRESIDENT OF CORPORATE DEVELOPMENT FOR LEVEL 3 COMMUNICATIONS, INC.

Former Chief Domestic Policy Advisor to Vice President Gore to Oversee Strategic Planning for Level 3

OMAHA, NEBRASKA, November 24, 1998 – Level 3 Communications, Inc. (Nasdaq: LVLT) today announced that Donald H. Gips has been appointed Senior Vice President of Corporate Development for the company. Gips, who is based in the Denver area, and his team are responsible for the development and implementation of
Level 3's strategic planning activities. He also will oversee the company's mergers and acquisitions, as well as government relations efforts.

In his previous job, Gips served in the White House as Chief Domestic Policy Advisor to Vice President Gore. Following his work at the White House, he served as a Visiting Fellow at the Center for Strategic and International Studies. Before working at the White House, he was at the Federal Communications Commission as the International Bureau Chief and the Director of Strategic Policy. Prior to his government service, Gips was a management consultant at McKinsey and Company. Gips was graduated from the Yale School of Organization and Management with a Masters degree in Public and Private Management. He completed his undergraduate work at Harvard University where he received a BA in social studies and graduated magna cum laude with honors.
